ACLM Invitation from the Program Chair
Greetings! On behalf of our president Michael M. Raskin, MD, JD, MS, MPH, MA, FCLM, the ACLM Executive Committee, Board of Governors,
and myself, I’d like to invite you to the 49th Annual Conference of the American College of Legal Medicine.
This year’s program is entitled “Government, Law & Medicine” and includes a tremendously diverse and exciting array of topics and speakers.
Those attending the meeting held on February 27 − March 1, 2009 can look forward to presentations on many different topics, including
sessions dealing with recent developments in state and federal courts, the FDA, healthcare policy, peer review, medical malpractice, disaster
medicine, and regulatory issues.
Also featured, will be our annual Cyril H. Wecht Luncheon. This year’s luncheon topic is “Medico-Legal and Forensic Objectivity in Celebrity
and Nationally Prominent Cases: Can Truth Withstand the News Media Onslaught?” We are privileged to have Dr. Wecht speak on this topic.
In addition, other events during the meeting will include the 9th Annual Professional Development Luncheon, the Women’s Leadership
Breakfast, the President’s Welcome Reception, and, of course, our annual banquet.

EDUCATIONAL OBJECTIVES
Government, Law and Medicine
The 49th Annual Conference of the American College of Legal Medicine
will focus on a diverse range of current legal medicine topics. By attending
this meeting, the participants should be able to:
- Identify important legal medicine developments in the courts
and in the legislature
- Describe the successes and failures of the FDA
- Review health care reform, including the Canadian and Israeli
experience
- Recognize the medical board review process, including the
role of the Federation of State Medical Boards and the National
Practitioner Data Bank
- Assess physician and hospital relationships including a discussion
of the disruptive physician and an in depth review of
Poliner
- Explain communication issues in law and medicine
- Identify records and the law, including an update on the Freedom
of Information Act
- Describe selected topics on determining disability and the legal
implications of working with patients with disabilities
- Review the Emergency Medical Treatment and Active Labor
Act (EMTALA)
- Recognized the role of forensic science with the media and
explain updates in forensic science
- Review disaster medicine, chemical, biological, natural disasters
and military involvement
- Assess Government regulation of ophthalmology, obstetrics/gynecology and pain management
- Explain bioethics, medical mistakes, pharmacogenetics, tissue
ownership
- Identify new trends in medical malpractice, medical experts,
and psychiatry and the law

CONTINUING MEDICAL EDUCATION
This activity has been planned and implemented in accordance with the
Essential Areas and Policies of the Accreditation Council for Continuing
Medical Education through the sponsorship of the American College
of Legal Medicine (ACLM). The American College of Legal Medicine
is accredited by the ACCME to provide continuing medical education
for physicians.
The American College of Legal Medicine designates this educational
activity for a maximum of 19.75 AMA PRA Category I Credits, which
includes a maximum of 3 Medical Ethics credits and .5 pain management
credits.
CONFLICT RESOLUTION STATEMENT
The American College of Legal Medicine has reviewed this activity’s
speaker and planner disclosures and resolved all identified conflicts of
interest, if applicable.
CONTINUING LEGAL EDUCATION STATEMENT
The American College of Legal Medicine designates this program for
up to 19.75 hours of Continuing Legal Education (CLE) credit, which
includes a maximum of 3 legal ethics credit. The precise amount of the
CLE will vary by state. Attendance forms will be distributed which may
be retained for verification by your state bar association.

LAS VEGAS

week. There is plenty to see and do, and you can be sure your stay will

Vegas productions of world famous recording artist Cher and “Jersey
Boys,” a musical following the dream of four blue-collared kids reaching
for stardom, featuring a unique sound, that takes you back to the
1960s.
If casinos are your bag, you can look forward to a wide variety of
traditional card and dice games, race and sports books, slot machines,
cashless slot machines, high-tech electronic gambling devices and international
games of chance.
Or you can look forward to relaxing in the warm weather, playing a
round of golf or going on a desert tour.

WEATHERAND DRESS
In the end of February/beginning of March in Las Vegas, the average
low temperature is 39° F, and the average high temperature is 63° F. A
sweater is recommended for cooler evenings.
TRANSPORTATION
Airport Information
The main airport for the Las Vegas Valley is McCarran International
Airport (LAS). Located at the southernmost tip of the famed Las Vegas
Strip, McCarran is just a short ride from the heart of the city.
Car Rental
Avis Rent-A-Car is the official rental car company for the ACLM 2009
Annual Conference. You are not required to use them, but we encourage
you to take advantage of their special offer. You must return the car
at the same renting location, or additional surcharges apply. All rates
include unlimited free mileage. Rates do not include any state or local
surcharges, tax, optional coverage, or gas refueling charges. Weekend
daily rates are available from 12:00 p.m. Thursday through 11:59 p.m.
Monday. When making your reservations, dial (800) 331-1600 and mention
code “J901055” to receive the discounted rates.
Taxi
The taxi stand is located on the east side of baggage claim. Taxis are
available 24 hours a day, 7 days a week. The ride from the airport to
Planet Hollywood Resort & Casino takes approximately 15 minutes depending
on traffic and the average fare one-way is $20 − $25 including
tip.
Shuttle Service
Several companies offer shuttle service from the airport to Strip hotels.
One such company is Bell Trans, which offers airport shuttle service 24-hours a day, 7 days a week. For reservations or more information call
(800) 274-7433 or visit
www.bell-trans.com. Average cost is $6 − $7 oneway
from the airport. Advanced reservations are recommended or you
may purchase a voucher at the airport. NOTE: Shuttles make several
stops along the Strip depending on riders’ destinations. Planet Hollywood
is located near the center of the Strip and therefore the shuttle
may make several stops prior to reaching it.

ABLM & ABMM Review Course
Medical Malpractice Mock Trial
Date: Thursday, February 26, 2009
Time: 4:00 p.m. – 9:00 p.m.

Review Course / Mock Trial Brochure
The program includes commentaries and trial tips by various speakers
throughout the mock trial. The mock trial is a practical method of medical
liability education. It includes motions, opening statements, direct
and cross examination of plaintiff and defense witnesses, final arguments,
jury instructions, verdict, judgment and post-trial motions. The
goals of the mock trial are to emphasize the importance of appropriate
documentation and examine how medical records are often used in medical
negligence litigation; to emphasize how physician–patient rapport
and professionalism can reduce the likelihood of litigation; to provide
attendees with a better overall understanding of litigation; to assist
attendees in understanding what responsibilities they may have as witnesses
in litigation; and to better understand the contributions of expert
witnesses in a medical negligence trial.
Earn a maximum of 5 AMA PRA Category 1 Credits™ and 5 CLE credits

9th Annual Professional Development Lunch

This popular forum will provide you with information about various
careers available in the field of legal medicine. Audience participation
will be encouraged, and many have found this to be a valuable
session. Please check the appropriate area on the registration form
if you are interested in attending.

Cancellation Policy
Requests for refunds, less a $50 processing fee, must be made in
writing prior to January 23, 2009. No refunds will be made for
